Environmental Impact Statement - Eastern Garvoge Bridge

ENVIRONMENTAL IMPACT STATEMENT IN RESPECT OF THE EASTERN GARVOGE BRIDGE AND APPROACH ROADS AT BELLANODE, RATHQUARTER, FARRANACARDY, BALLYTIVNAN, ABBEYQUARTED NORTH AND CLEVERAGH DEMESNE, SLIGO.

Sligo Borough Council has prepared an Environmental Impact Statement in respect of the above road development, which proposes to construct a bridge crossing the River Garvoge to the east of Sligo City Centre and its associated approach roads.  The bridge together with its associated approach roads will form a new single carriageway urban distributor road which will link the north and south sides of the River Garvoge immediately to the east of Sligo City Centre

The proposed development is a Transportation Objective of the Sligo & Environs Development Plan.  The proposal will facilitate the commercial, residential, educational and recreational development of the Eastern Fringe of Sligo City.  The scheme will also include for the provision of pedestrian and cycle linkages.

The proposed development will include the following:

  • Bridge Crossing on the Garvoge River between Ardaghowen House and Martin Savage Terrace / Doorly Park,
  • The approach roads and links will provide a total of 2.3km of new and upgraded single carriageway. In general link roads will include a 10 metres wide single carriageway consisting of two 3.5 metre traffic lanes and two 1.5m on-road cycle lanes. Footpaths/verges of 3 metres width will be provided on both sides. Several sections of the route will have reduced cross sections to suit tie-ins with existing roads and to minimise impacts on properties,
  • Northern Link Road tie-ins at two locations, one via a fifth arm connection to the N16 Ash Lane Signalised Junction to include a major rearrangement of the existing junction layout, the second via a proposed 4 arm signalised junction at the existing R286 Dromahair Road / Short Walk priority junction,
  • Northern Link Roads from N16 Ash Lane Junction running parallel to Cushlough River to its intersection with an additional northern link to the R286 Dromahair Road through Bellanode and crossing the Cushlough River south of Glencarrig Estate,
  • 3-Armed Roundabout linking these northern link roads from the Ash Lane junction and Dromahair Road to the bridge link,
  • Northern Road from Cushlough River to a roundabout at the Garvoge River and connecting to new bridge,
  • 3-Armed Roundabout on south side linking the bridge to the south road tie-ins,
  • Southern link for Doorly Park adjacent Martin Savage Terrace,
  • Road improvements/widening though Doorly Park/Martin Savage Terrace and Cranmore Road,
  • Creation of a cul-de-sac on Doorly Park Road at its intersection with Riverside,
  • Signalising the existing junction of Cranmore Road/Martin Savage Terrace with Doorly Park Road adjacent Martin Savage Terrace,
  • Traffic calming mini-roundabout at the existing junction of Cranmore Road and Doorly Park Road,
  • Provision of a public lighting network,
  • The provision of road drainage; the diversion of existing publicly and privately owned services and utilities; the provision of underground ducting and pipelines to facilitate future services,
  • The provision of boundary walls, fencing, retaining walls and appropriate accommodation works,

and has applied to An Bord Pleanala for approval of the proposed road development under Section 51 of the Roads Act 1993 (as amended by the Planning and Development Acts 2000 to 2006).

A copy of the Environmental Impact Statement may be inspected, between the hours of  9.30 a.m. to  4.30 p.m. on Mondays to Fridays from Monday 10th December 2007 until Wednesday 6th February, 2008 inclusive (excluding Bank Holidays) at Sligo Borough Council, City Hall, Quay Street, Sligo.

A copy of the Environmental Impact Statement may be purchased for a fee of €25 at the office of Sligo Borough Council, City Hall, Quay Street, Sligo.  A copy of the non-technical summary of the Environmental Impact Statement may be purchased for a fee of €5.  The full Environmental Impact Statement is available on C.D. for a fee of €10.

Written submissions in relation to the likely effects on the environment of the proposed road development may be made to An Bord Pleanala at 64, Marlborough Street, Dublin1 before 5.30 pm on 6th February 2008.

A compulsory purchase order will be required in respect of the proposed road development and where written objections are made, and an oral hearing may be held.

The Board may hold an oral hearing in relation to the likely effects of the proposal. Evidence in relation to the likely effects on the environment may be given at the oral hearing.   Before making its decision on the application for approval, the Board must consider the environmental impact statement, any written submissions made on it and not withdrawn and, and where an oral hearing is held, the report and any recommendations of the Inspector holding the oral hearing where evidence was given in relation to the likely effects on the environment of the proposal. Public notice of any oral hearing will be given at a later date.  The Board may, by order, approve a proposed road development with or without modifications or he may refuse to approve such a development.
