Minutes of Meeting to consider Allocations under Programme 4.5.8 of Budget 2010 held in the Council Chamber on Tuesday 15th June 2010 at 9am.

SLIGO LIVE FESTIVAL

On behalf of the Committee the Chairman, Councillor Jim McGarry welcomed Rory O’Connor, Shane Mitchell, Sligo Live Festival Producers and Sean Dwyer, member of the Board of Directors of  Sligo Music Fest Ltd.

Rory O’Connor gave a presentation to the Members on the Sligo Live Festival. 

Shane Mitchell addressed the members and reiterated the benefits of the Sligo Live Festival to Sligo and mentioned that Oxygen is the only self financing festival in Ireland presently.  Mr Mitchell spoke about the Celtic Connections Festival in Glasgow which he is also involved with and extended an invitation to the members to attend this festival.  Mr Mitchell agreed the need to raise profile of the Sligo Live Festival, and suggested incorporating a Literary Strand “Yeats” to the festival.

Sean Dwyer, Director of Board of Directors Sligo Music Festival Ltd addressed the meeting  

Following questions and suggestions by the Members it was agreed that the following issues should be addressed by the Sligo Live Promoters.

  • Lack of Footfall and activity at night in town during festival. Main Gigs held outside Borough.  Sligo Borough Council would like to see an Urban festival to create economic impact in town.
  • Need for more Diversity in Music Acts 
  • A three year plan from Sligo Live 
  • Sligo Live Website needs to be updated
  • Details of grants Sligo Live get from other agencies: Sligo Chamber of Commerce, Failte Ireland  etc.  
  • Wages Issue:  Producers taking an increase in wages during time when wages are being cut across the country.
    It was acknowledged that if the festival does not make a profit the producers do not get paid. 
  • Propose that Members of the Sligo Borough Council Grants Sub Committee would meet with Sligo Live Committee once or twice a year to get up date on Plans and arrangements for the Sligo Live Festival.

The Committee members confirmed that they are interested in supporting Sligo Live Festival and would welcome a major event within the Borough.  Sligo Borough Council agreed that they would fund the Sligo Live Festival in 2010, however the level of funding for future years would have to be considered at a future meeting. The members indicated that Sligo may be bidding to host Fleadh Cheoil na hEireann next year, and if successful the Sligo Branch of Comhaltas will be seeking funding from Sligo Borough Council.  They requested that the Sligo Live Festival Committee present at the meeting take on board the concerns and suggestions made by the Members.

The Mayor addressed the Meeting and suggested that members of the Board of   Directors and Sligo Live Producers attend the next meeting of the Sligo Borough Council Grants Sub Committee to respond to queries raised at the meeting by the members. This was unanimously agreed by all members present.

MATTERS ARISING:  

Storage of Christmas Lights

Janet McNamara, Administrative Officer circulated a letter to the members from Rebecca Stevens, Chief Executive Officer, Sligo Chamber of Commerce  requesting that the members reconsider their decision not to fund storage of the Christmas Lights.

The Members agreed that they do not propose to reconsider funding on Christmas Lights as this matter was dealt with at meeting of 25th May 2010.  It was unanimously agreed that no funding would be provided for storage in the future.    
     
The members considered submissions received.

 It was agreed that the following payments would be made:

The Model Arts and Niland Gallery

There was a majority decision to defer making a decision on funding of The Model Arts and Niland Gallery until the next meeting f the Sligo Borough Council Grants Committee.  Councillor David Cawley abstained from the decision.

Sligo Drama Circle

The Members agreed to defer consideration of funding Sligo Drama Circle pending receipt of more detailed information. Sligo Borough Council to issue a letter to Sligo Drama Circle requesting same.

It was agreed that 9am on Tuesday 29th June 2010 would be provisional date and time for next meeting.  Date to be agreed with new Mayor.   

The meeting concluded at 10.30am.
