On the proposal of Councillor Bree, seconded by Councillor V. Cawley a list of conferences circulated with Agenda was unanimously approved.
On the proposal of Councillor Jim McGarry, seconded by Councillor Matt Lyons and agreed to consent to the disposal of site at Maugheraboy, subject to the following clauses being included in the lease agreement and in accordance with the terms of the notice circulated to members dated 4th June, 2010.
Proposed by Councillor Jim McGarry, seconded by Councillor Sean MacManus and agreed
“That Sligo Borough Council agrees that the following clause be entered into the lease agreement between Sligo Borough Council and UPC pertaining to the lease of lands at Maugheraboy.
That subject to contract/contract denied, we agreed to lease the land solely for the purpose of maintaining the existing structure and installing a communications facility, and that no additional masts or similar structure for supporting the communications equipment would be installed without the express permission of the Council”
Proposed by Councillor Sean Mac Manus, seconded by Councillor R. O’Grady and agreed
“that Sligo Borough council agrees to insert in any agreement entered into with UPC in relations to the leasing of lands at Maugheraboy, the following clauses:
That the lessee undertakes to agree that no further transmitters or wireless communication apparatus be erected on the mast at Maugheraboy and that every effort will be made to remove existing transmitters as soon as technology permits.
That the lessee agrees that no other wireless communications support structure will be erected at the site and that no planning application for such a structure will be made during the time of this lease. Further that the lessee accepts that the lease is solely to enable the installation of a cabin and to maintain the existing structure.
That as part of this agreement the lessee agrees to clean up, on an ongoing basis, the site and its immediate surroundings, including removal of all graffiti from mast base and adjacent walls. That the lessee further agrees to ensure that the site is adequately protected and secured in a safe manner.
Mr. Joe Murphy, Acting Director of Services informed the meeting that the initial premium of €10,000 will be paid and not €2,000 as stated in the notice that issued to members on 4th June, 2010.
The North West Regional Homelessness Framework Plan circulated to Members on 8th June, 2010, was noted.
A discussion took place on the matter and Members requested that a report issue at the July meeting giving a concise update on the project and target dates for commencement of construction.
The report on the Business Improvement District Report circulated to Members on 8th June, 2010, was noted.
Members deferred the decision to refer Sligo Borough Council lands, as listed in the report circulated on 8th June, 2010, with Agenda until the July meeting.
Councillor V. Cawley suggested that a portion of the lands listed in the report be retained to assist applicants on the housing list through the provision of housing by way of a housing co-op type scheme or by selling affordable sites to suitable applicants.
Members agreed with the suggestion and asked that a report on the matter be circulated at the July meeting.
On the proposal of Councillor Bree seconded by Councillor V. Cawley and agreed
“That recognising that there has been an increase in traffic flow on the first Sea Road as a result of the construction of the portion of the W2 road from Ballydoogan to Strandhill Road, this Council resolves that a report be provided indicating the steps that have been taken to date with regard to the realignment and widening of the First Sea Road and in respect of the provision of a footpath on the West side of the road and further that the Council be advised as to when the works are expected to be completed, and in addition the Council be advised as to when construction work on the remaining section of the Western Distributor Road (W2) linking Ballydoogan with the Caltragh Interchange, is expected to commence.”
All Members agreed that the matter be given priority and that funding for the road works should be identified as soon as possible.
Members also agreed that the item be included on a future Agenda when a report on the matter was prepared.
