Minutes of March General Purpose Meeting of Sligo Borough Council held in the Council Chamber, City Hall, Sligo on Monday 22nd March, 2010 at 8.00 p.m.

1. PLANNING APPLICATIONS RECEIVED

A list of Planning Applications received which was circulated with agenda was read and noted.

2. PLANNING DECISIONS MADE

A list of planning decisions made which was circulated with Agenda was noted.

Councillor Sean MacManus asked if it would be possible to change the format of the Planning Reports circulated to members to contain  summary information from receipt of a Planning Application to when a decisions is made.  The matter to be investigated.

3. CONFERENCES

On the proposal of Councillor Veronica Cawley seconded by Councillor David Cawley a list of conferences circulated with Agenda were unanimously approved.

4. 2010 NON NATIONAL ROAD GRANTS – BLOCK AND SPECIAL BLOCK GRANTS

Members unanimously agreed the road works programmes as set out in report from 
A. Skeffington S.E.E. Roads Section.

Members expressed their disappointment at the overall reduction in the Block Grant allocation for 2010.

Members also expressed their disappointment at the recent decision taken by Sligo County Council not to enter into an agreement with the Borough Council regarding the maintenance and construction of National and Regional Roads within the Borough Area. All decisions relating to the maintenance and construction of these roads is now a matter for the County Council as in accordance with Section 13 of the Roads Act 1993.

On foot of a query raised regarding Cranmore Traffic Plans, which was included for funding in the report issued, the following motion was adopted.

On the Proposal of  Councillor Chris Mac Manus seconded by  Councillor Sean MacManus and it was unanimously agreed “That Sligo Borough Council request that a representative of Bus Eireann, to attend a meeting of the Borough Council, to discuss all matters pertaining to public bus usage within the Sligo Urban area”

5. RENT ASSESSMENT

Members discussed report issued by the Housing Officer Bridie Conway issued in response to Notice of Motion received from Councillor Arthur Gibbons and Councillor S. MacManus seconded
“That Sligo Borough Council reduce the rent by € 5.00 per child under the age of 18 and 21 if in fulltime education when assessing the tenants rent.  This to take effect immediately 2010”

A lengthy discussion took place on the issue.  A vote was taken

For :  Councillor A Gibbons, Councillor S. MacManus, Councillor C. MacManus, Councillor D. Bree, Councillor V. Cawley, Councillor J. McGarry      (6)

Against: Councillor D. Cawley, Councillor M. Lyons, Councillor M. McGarry   (3)

Absent: Councillor T. McLoughlin, Councillor J. Devins                   (2)

The motion was considered passed.

6. ANNUAL GENERAL MEETING 2010

Proposed by Councillor Sean MacManus, seconded by Councillor Veronica Cawley that AGM would be held on 21st June, 2010 at 12.00 noon.

7. EASTER PARKING

A discussion took place on the issue of introducing free parking in Sligo over the Easter period.  On the proposal of Councillor Sean MacManus seconded by Councillor Chris MacManus it was  unanimously agreed “That in an effort to foster and enhance trading in Sligo City on the run up to Easter, this Council agrees to implement a period of free parking within the major parking areas within our control during Easter Week. Such free parking will be confined to the following areas Connaughton Road (Upper Car Park), Church Hill, Pearse Road and will run from 11.00am to 6.00pm during Easter Week”

8.  VOTES OF SYMPATHY

The sympathy of the Council was extended to the following:

  • Mr. Paul Deering on the death of his father Eugene Deering, Sligo.
  • The Meighan Family on the death of the Elizabeth Meighan, Cranmore Road, Sligo.
  • Mr. Michael Keohane on the death of his sister Catherine Keohane, Sligo.
  • The McGowan Family on the death of Larry McGowan former Councillor, Leitrim County Council


This concluded the business of the meeting which ended at 10.30pm
