The Mayor welcomed Michelle McMorrow, representative for the Cranmore Community and Eugene McGloin, representative for the Doorly Park / Martin Savage Terrace, Hazelview and Garavogue Communities. Both representatives gave a presentation on the concerns of the future development of their communities in light of the recent decision of the Borough Council to delete the proposed Eastern Bridge and Approach road from the 2010-2016 Sligo and Environs Development Plan. The Mayor thanked Ms McMorrow and Mr McGloin for their presentations.

The minutes of the Cranmore Regeneration Sub-committee meeting of 5th November 2009, were inadvertently included for adoption on the December Agenda. The minutes of this meeting will be considered by the Cranmore Sub-Committee at its next meeting
Councillor Chris Mac Manus and Councillor Bree asked if there had been any indication from RAPID in regards to allocating funding to begin the development of a recreational facility at the Fairgreen. Councillor Veronica Cawley asked that with regard to the Special Motion passed on the Master Plan for Cranmore if some one from the co-op would be there to explain further the details of what is included in this master plan and why it is been reviewed? Ms Mary Blowick, Meetings Administrator to contact the Cranmore Regeneration Office for a report on the matter.
Ms Paula R. Gallagher, Acting Director of Services, outlined the present position on proposed developments in Town Centre Masterplan.
Councillor Tony McLoughlin proposed Councillor Chris MacManus seconded to extinguish right of way through Heatherview Estates in accordance with Section 73(6) of the Roads Act, 1993
It was unanimously agreed to suspend Standing Orders to allow Members express their disappointment and annoyance at the way in which the Mayor was treated at the occasion of turning on the Christmas Lights on O’Connell Street on 6th December.
It was proposed by Councillor Matt Lyons seconded by Councillor Tony McLoughlin and unanimously agreed “To ask the Director of Services to initiate the necessary changes to the parking byelaws in Sligo for the removal of all car parking charges on Sundays and Bank Holiday and to also include the peak shopping period before Christmas”.
It was proposed by Councillor Declan Bree seconded by Councillor David Cawley and unanimously agreed “That the Council indicates its support for the Sligo Fair Deal Campaign and that the necessary action be taken to suspend car parking charges in agreed areas and to remove car parking charges on Sundays.”
In response to the above motions the County Manager informed Members that the removal of parking charges on Sundays and Bank Holidays can only be achieved through a revision of the Car Park and Parking Places Bye Laws and that a review of the Bye Laws would take place in 2010.
In the light of the current very difficult trading circumstances in the town the County Manager advised that it was open to the Members to suspend the operation of the Car Park Bye Laws for a short period as an emergency measure. Having considered the matter, the Members unanimously agreed to suspend the current Car Park Bye Laws from 8th December, 2009 to 31st December, 2009, both dates inclusive.
