Minutes of Special Meeting of Sligo Borough Council held in the Council Chamber, City Hall, Sligo on Monday 2nd November, 2009, at 8.00pm

CHAPTER 3 – RESPONSES TO SUBMISSIONS ON THE PROPOSED AMENDMENTS
Submission Numbers 1-6, 8-15, 17-19, 21-22, 24-27, 29-30, 32-39, 41-44, 46, 48-57, 59, 64-65, 67-74 (and late submissions no L1 to L5) Pedestrianisation of O’Connell Street.
On the proposal by Councillor Sean MacManus seconded by Councillor Declan Bree and agreed,
“That Sligo Borough Council rejects the Manager’s recommendation in relation to proposed amendment No 24 concerning O’Connell Street.
Councillor Jude Devins dissented from this motion.
Submission Number 7 Section 6.5.6 of Draft SEDP Large Food Stores and Pedestrianisation of O’Connell Street.
On the proposal of Councillor Declan Bree seconded by Councillor Chris MacManus “That we reject Co. Manager’s recommendation in respect of submission Number 7”
A vote was taken which resulted as follows
For : Councillor’s Declan Bree, David Cawley, Jude Devins, Arthur Gibbons, Matt Lyons, Jim McGarry, Tony McLoughlin, Chris MacManus, Sean MacManus, and Rosaleen O’Grady (10)
Against : Councillor’s Veronica Cawley and Marcella McGarry ( 2)
The motion was declared carried.
Submission Number 16 Possible Safety Zones at the Regional Airport, Strandhill.
The Manager’s recommendations were unanimously adopted.
Submission Number 20- Land at Mangan Bros holding Site be rezoned from OS/open space to NC/neighbourhood
The Manager’s recommendations were unanimously adopted.
Submission Number 23 - Number 16 and Number 17 High Street
On the proposal of Councillor Declan Bree seconded by Councillor Jim McGarry and unanimously agreed “That we adopt County Manager’s recommendation in respect of R.P.S. 15, item Number 80.”
Submission Number 31 - Rezoning of Lands from R3 to R4 at Orchard Road
On the proposed of Councillor Veronica Cawley seconded by Councillor Declan Bree and it was unanimously agreed “That recommendation of the County Manager in respect of submission 31 be rejected”
Submission Number 40 - Pedestrianisation of O’Connell Street
This issue was dealt with at Item Number 1- Chapter 3
Submission Number 45 - Site owned by Aldi at Pearse Road, Sligo
On the proposal of Councillor Veronica Cawley seconded by Councillor David Cawley and it was unanimously agreed that the Manager’s recommendation be adopted.
Submission Number 47 - Draft RPS Item Number 96 (Ozanam House)
On the proposal of Councillor Veronica Cawley seconded by Councillor Tony McLoughlin and agreed “that the Manager’s recommendation was unanimously adopted.”
Councillor Declan Bree dissented from this motion.
Submission Number 58 - Planned Road Improvements
The Manager’s recommendations were unanimously adopted.
Submission Number 60 - Eastern Garavogue Bridge
The Manager’s recommendation was unanimously rejected.
Cranmore Community Co-operative
Councillor Jim McGarry read a letter received from the Cranmore Community Co-op regarding the decision of Sligo Borough Council’s to remove the Eastern Bridge and Approach Routes from the Draft Development Plan for Sligo and Environs 2010-2016”
To allow for full discussion on the issues raised in this letter, it was proposed by Councillor Jude Devins, seconded by Councillor Jim McGarry and agreed to list the Cranmore Regeneration Scheme as an item on the December monthly agenda.
It was also agreed to invite representative from both the Cranmore and Doorly Park communities to attend the meeting so as to allow them convey their concerns to the meeting, regarding the future development of their communities in light of this decision taken by Sligo Borough Council.
Submission Number 61 - Department of Communications, Energy and Natural Resources
The Manager’s recommendations were unanimously adopted
Submission Number 62 - Pedestrianisation of O’Connell Street, The Value of Culture in Place Making and Gateway Innovation Fund
Issue A. This was dealt with at Item Number 1 – Chapter 2.
Issue B The Manager’s recommendations were unanimously adopted.
CHAPTER 4 RESPONSE TO LATE SUBMISSION ON THE DRAFT PLAN
Submission LSDP2 - Eastern Garavogue Bridge
The Manager’s recommendation was unanimously agreed.
Submission no LSDP 3 - Vehicle Parking Requirements
The Manager’s recommendation was unanimously agreed.
Submission no LSDP 4 - Eastern Garavogue Bridge
The Manager’s recommendation was unanimously agreed.
Submission no LSDP 5 - Architectural Heritage of Sligo
The Manager’s recommendation was unanimously agreed.
Submission Number LSDP 6 - Archaeological Heritage and Landscapes
The Manager’s recommendation was unanimously agreed.
Submission Number LSDP 7 - Draft RPS Item Number 273
The Manager’s recommendation was unanimously agreed.
CHAPTER 5 MANAGER’S SUPPLEMENTARY RECOMMENDATIONS
Recommendation Number 1 - Proposed Amendments Number 20 and 87
On the proposal of Councillor Tony McLoughlin seconded by Councillor Chris MacManus “that we reject County Manager’s supplementary recommendation Number 1”
Recommendation Number 2 - Proposed Amendment Number 48
On the proposal of Councillor Declan Bree seconded by Councillor Sean MacManus “that we reject any proposal to privatise water supplies and to introduce charges for domestic water supply and further that we reject Co Manager’s supplementary recommendation Number 2”
A vote was taken which resulted as follows
For : Councillor’s Declan Bree, Veronica Cawley, Arthur Gibbons, Jim McGarry, Marcella McGarry, Chris MacManus, Sean MacManus, and Rosaleen O’Grady (8)
Against: Councillor’s David Cawley, Jude Devins, Matt Lyons, and Tony McLoughlin, (4)
The motion was declared carried.
Recommendation Number 5 - Proposed Amendment Number 63
The Manager’s recommendation was unanimously agreed.
Recommendation Number 6 - Sight Distances Required for Distances on to Roads Table to be inserted into plan
The Manager’s recommendation was unanimously agreed.
On the proposal of Councillor Sean MacManus seconded by Councillor David Cawley and resolved
“That having considered the proper planning and sustainable development of the area to which the Development Plan relates, the statutory obligations of the local authority and any relevant policies or objectives for the time being of the Government or any Minister of the Government and having considered the Draft Sligo and Environs Development Plan 2010 – 2016 and the Third Manager’s Report, dated October 2009 on submissions or observations received under Section 12 (8) of the Planning and Development Act 2000 on amendments (material alterations) proposed to the Draft Sligo and Environs Development Plan 2010-2016 and environmental report and having considered the amendments it is herby resolved to adopt the Sligo and Environs Development Plan 2010-2016 and to make the Plan in accordance with Section 12(10) of the Planning and Development Act 2000, subject to the Manager’s Report and modifications to the amendments, as proposed and adopted at this meeting.
The proposed amendments to the draft Development Plan dated 19th August 2009 are adopted unless otherwise agreed at this meeting.
Councillor Jude Devins dissented from the motion.
This concluded the business of the meeting which ended at 10.15pm
