Minutes of March Monthly Meeting of Sligo Borough Council held in the Council Chamber, City Hall, Sligo on Monday 2nd March 2009 at 8.00 p.m.

1. VOTE OF SYMPATHY

The sympathy of the Council was extended to the following:

  • Councillor Pascal Mooney on the death of his mother Mrs Eva Mooney, Drumshanbo, Co. Leitrim.
  • Wife and Family of the late Dennis Finnegan, 16 Langan Drive, Sligo.
  • Family of the late Louise Cooney, 100 Cartron Point, Sligo.

2. ADOPTION OF MINUTES

The Minutes of Meetings as listed hereunder were unanimously adopted by the Council and signed by the Mayor.

  • Access Committee Meeting of 2nd October 2008 and 4th December 2008

3. CANCER CARE COMMITTEE

The Mayor informed the Council that Professor John Crowne has offered dates on which he would participate in a Seminar to oppose the transfer of services from Sligo General Hospital.  On the proposal of Councillor Bree seconded by Councillor O’Grady it was decided to choose April 3rd 2009 for this purpose.

4. PROPOSED FORMATION OF CRANMORE REGENERATION LIMITED

The County Manager advised the Council that due to a Government review of the number of Agencies in the State that this matter must be deferred and may not proceed.

5. ADOPTION OF TRAVELLER ACCOMMODATION PROGRAMME

A copy of the Draft Programme and the County Managers report including three submissions received had been circulated.  A full discussion ensued.  Councillor Bree proposed and Councillor Gibbons seconded that the Draft Traveller Accommodation Programme be adopted.  A poll was taken which resulted as follows:

Councillor S. MacManus, and Councillor R. O’Grady (8)

Councillor’s V. Cawley, J. Devins, and J. McGoldrick abstained.

Councillor T. MacSharry was absent

6. REPORT ON LANDS AT BALLINODE

A report of 24/02/2009 from the Senior Executive officer had been circulated with the Agenda.  Members expressed disappointment at the new policy of leasing rather than building being promoted by the Department.

On the proposal of Councillor Devins seconded by Councillor McGoldrick it was unanimously resolved “That in the event of Sligo Borough Council not receiving Departmental approval for providing housing accommodation on site ; Sligo Borough Council consult with the local community with a view to providing interim sports and recreational facilities ie. Playing pitches on a portion of the lands to help alleviate the chronic shortage of these facilities in the area”

The County Manager suggested that the area specified in the layout plans for these lands for future use as amenity would be the area to be considered and that the Parks Superintendent would arrange the meeting requested.

On the proposal of Councillor V. Cawley seconded by Councillor Gibbons it was unanimously agreed as follows “That Sligo Borough Council investigate to feasibility of allocating portion of land at Ballinode to persons desiring to grow their own produce”

7. SPECIAL BLOCK AND BLOCK GRANTS 2009

A report prepared by the Senior Executive Engineer Roads had been circulated.  The Council discussed its proposals and details of the works proposed to which the Senior Executive Engineer replied.  The Council commended the Senior Executive Engineer for his proposals.  On the proposal of Councillor C. MacManus seconded by Councillor McLoughlin it was unanimously resolved to approve the proposals as set out in the Senior Executive Engineers report.

8. DRAFT CAR PARK BYE-LAWS 2009 AND DRAFT PARKING PLACES BYE-LAWS 2009

The Draft document had been circulated.  After some discussions it was unanimously resolved “That Sligo Borough Council agrees to remove “Sunday” from the definition of “Business Hours” in both the Draft Car Park Bye-Laws 2009 and the Draft Parking Places Bye-Laws 2009.



This concluded the business of the meeting which ended at 10.25 pm
