Minutes of Special Meeting of Sligo Borough Council to consider the Proposed Draft Sligo and Environs Development Plan 2010 – 2016 held in the Council Chamber, City Hall, Sligo on Monday 22nd December 2008 at 6.00p.m.

1. SUSPENSION OF STANDING ORDERS

Councillor Bree proposed, Councillor Devins seconded and it was unanimously agreed ‘’That Standing Orders be suspended to consider the following motion – That a sum of €2,500 be allocated to the Trustees of the Noble Six monument to assist with its refurbishment and that the balance of funding remaining in Programme 4.5.8. be allocated as advance payments of the 2009 grants, to the St Patricks Day Parade Committee, the Sligo Pipe Band, the Sligo Concert Band and the Sligo Town Twinning Committee’’.

Both the proposal to suspend Standing Orders and the Motion were unanimously agreed.

2. REMOVAL OF BATCHELORS/DAVITTS BUILDING FROM THE RECORD OF PROTECTED STRUCTURES

 Councillor S. MacManus proposed, Councillor C. MacManus seconded and it was agreed

‘’That the building referred to as Batchelors/Davitts, Deep Water Berts Road, Finisklin (RPS No. 47, Map No. 1012-01) be removed from the Draft Record of Protected Structures in the preparation of the new Sligo and Environs Development Plan 2010 – 2016. 

Councillor Bree dissented from the decision.

3. DELETION OF REFERENCES TO ‘SLIGO LOCAL AUTHORITIES’

Councillor S. MacManus proposed, Councillor C. MacManus seconded and it was unanimously agreed ‘’That in the Sligo and Environs Development Plan 2010 – 2016 all references to ‘’Sligo Local Authorities’’ pertaining to issues within the geographical area administered by Sligo Borough Council be deleted and replaced by the term Sligo Borough Council.’’

4. LAND AT SHANNON EIGHTER – CHANGE OF ZONING

Councillor S. MacManus proposed, Councillor Devins seconded and it was unanimously agreed

’That the land at Shannon Eighter outlined in blue on the attached map (area 0.88 Ha) be changed from green belt zoning to R2 zoning in the preparation of the new Sligo and Environs development Plan 2010 – 2016.’

5. LAND AT SHANNON EIGHTER – CHANGE OF ZONING

Councillor Devins proposed, Councillor O Grady seconded and it was unanimously agreed

‘’That area shaded comprising of 1.1 acre be zoned Mixed 1 Uses as per map attached.

6. DELETION OF SECTION OF T2.8

Councillor Gibbons proposed, Councillor Devins seconded and it was unanimously agreed

‘’That the Section of the T2.8 that runs through the Woodlands/Glendallon be deleted from the proposed Draft and Environs Development Plan 2010 – 2016.’’

7. DELETION OF T1.3, T2.7 AND T3.9 (EASTERN GARAVOGUE BRIDGE AND APPROACH ROADS)

Councillor Bree proposed, Councillor Mc Loughlin seconded ‘’That the T1.3 and the T2.7 be deleted from the proposed Sligo and Environs Development Plan (SEDP) 2010 – 2016 Transport, Pedestrian and Parking Objectives, and that all references to the T1.3 and T2.7 be deleted from the plan and further that the following text in paragraph 10.2.3 be deleted: ‘’The proposed Eastern Garavogue Bridge and Approach Roads system consists of a new road commencing at Doorly Park on the southern side of the Garavogue, with a bridge spanning the river at the eastern end of the urban area, linked via a new road to the N16 (Enniskillen Road) at Ash Lane on the northern side. It provides for a link north to the R286 (Hazelwood Road), with further provision for a future extension to the N16 at the northern edge of the inner city area.  It provides for a southward road connection between Doorly Park and Martin Savage Terrace to Cranmore Road, with future provision for a link with Cleveragh Drive and Cairns Road’’ and further that Road objective T3.9 (to realign, widen and upgrade Cranmore Road and Martin Savage Terrace) be deleted from the plan.

A poll was taken which resulted as follows:-

For the motion: Councillor Bree, Councillor D. Cawley, Councillor Gibbons, Councillor Mc Garry, Councillor Mc Loughlin, Councillor C. MacManus, Councillor S. MacManus, Councillor O Grady.

Against the motion:  Councillor V. Cawley, Councillor Devins.

The motion was declared carried.

8. DELETION OF FOOTBRIDGE FROM SWAN POINT TO MARKIEVICZ

Councillor Bree proposed, Councillor S. MacManus seconded and it was unanimously agreed

‘’That the following text ‘’footbridge from Swan Point to Markievicz Road’’ be deleted from Page 11 Chapter 10 and that Objective O-PED-9 to ‘’Facilitate the provision of a pedestrian and cycle bridge linking Swan Point to Markievicz Road’’ be deleted from Page 12 Chapter 10, and that all references to a footbridge from Swan Point to Markievicz be deleted from the proposed Draft Sligo and Environs Development Plan 2010 – 2016.’’

9. NEIGHBOURHOOD CENTRE ADJACENT TO MAUGHERABOY ROAD/OAKFIELD CROSS

 Councillor Mc Loughlin proposed, Councillor Gibbons seconded

‘’That as an area located adjacent to Maugheraboy Road/Oakfield Cross is currently zoned “Neighbourhood Centre’’ in the existing Sligo and Environs Development Plan 2004 – 2010 we propose that a reduced area in the same site (outlined in red on the attached map) be included in the preparation of the new Sligo and Environs Development Plan 2010 – 2016.’’

Councillor. S. MacManus, C. MacManus and Mc Garry declared an interest/potential interest in this motion. They withdrew from the Council Chamber and took no part in discussions.

The motion was agreed unanimously.

10. CLEVERAGH RETAIL PARK – CHANGE OF ZONING

Councillor Devins proposed, Councillor O’Grady seconded and it was unanimously agreed

‘’That the zoning objective for the Cleveragh Retail Park site (5.98 acres) is changed from the current C3 (ORW) to C2 – Commercial and Mixed Land Uses.  Outlined in red.

11. REMOVAL OF EMBASSY ROOMS FROM DRAFT RECORD OF PROTECTED STRUCTURES

Councillor McLoughlin proposed, Councillor D. Cawley seconded

‘’That the Embassy Rooms Restaurant and Lounge Bar – Proposed addition to the Record of Protected Structures – No. 86. Map No 1012 – 07 be deleted.’’

A poll was taken which resulted as follows:-

For the motion: Councillor D. Cawley, Councillor Devins, Councillor Gibbons, Councillor Mc Loughlin, Councillor O Grady.

Against the motion:  Councillor Bree, Councillor McGarry.

Abstained: Councillor V. Cawley, Councillor C MacManus, Councillor S MacManus.

The motion was declared carried.

12. PEDESTRIANISATION IN SLIGO CITY

Councillor S. MacManus proposed, Councillor C. MacManus seconded and it was unanimously agreed ‘’That before any future pedestrianisation of roads or streets in Sligo City takes place alternative viable route/s for vehicular traffic will be put in place. This clause to be inserted into the Sligo and Environs Draft Development Plan 2010 – 2016 in Chapter 10.

13. APPROVAL OF DRAFT PLAN AND PUBLIC NOTICE

Councillor McLoughlin proposed, Councillor Cawley seconded and it was unanimously agreed ‘’Having considered the proposed Draft Sligo and Environs Development Plan 2010 – 2016, dated the 30th October 2008, prepared by the County Manager in accordance with Section 11 (5) of the Planning and Development Act, 2000, it is hereby resolved to approve the Draft Plan as submitted by the County Manager, subject to amendments agreed at this meeting.

That public notice be given of the preparation of the Draft Plan and that written submissions or observations be invited from the public for the further consideration of this Planning Authority before making of the Plan in accordance with the Planning and Development Acts 2000 – 2006.’’

14. DEFERRAL OF JANUARY MONTHLY MEETING

Councillor D. Cawley proposed, Councillor Devins seconded and it was unanimously agreed

‘’That the January monthly meeting of the Borough Council to be held at 8.00 pm on Monday 19th January and that the Council request the County Manager to attend the said meeting.’’


This concluded the business of the meeting which ended at 8.20 pm.
