Minutes of March Monthly Meeting of Sligo Borough Council held in the Council Chamber, City Hall, Sligo on Monday 5th March 2007 at 8.00 p.m.

1. CONFIRMATION OF MINUTES

Minutes of Meetings being:

 February Monthly Meeting of 5th February 2007
 February General Purposes Meeting of 19th February 2007

and circulated with Agenda on 28th February 2007 were unanimously adopted and signed by the Mayor.

2. APPROVAL UNDER PART XI OF THE PLANNING AND DEVELOPMENT ACT 2000 – MUNICIPAL DEPOT AT CRANMORE LANE

A report of the Senior Executive Planner of 23/02/07 had been circulated to the Council.  On the proposal of Councillor Devins seconded by Councillor McGarry it was unanimously decided to approve this proposal.

3. SALE OF AFFORDABLE HOUSES AT CALTRAGH

Notice under S.183 of the Local Government Act 2001dated 31/01/07 had been circulated.  On the proposal of Councillor McLoughlin seconded by Councillor C. MacManus approval to sale of the following dwellings was approved unanimously

219, 220, 221, 222, 223, 224, 225 and 226 Rusheen Cresent, Caltragh

4. SALE OF DWELLING - NUMBER 7 SEAVIEW PARK

On the proposal of Councillor McGoldrick seconded by Councillor S. MacManus it was unanimously resolved to sell dwelling Number 7 Seaview Park to its tenants in accordance with notice dated 11th September 2006.

5. FILLING OF CASUAL VACANCY – COUNTY SLIGO VOCATIONAL EDUCATION COMMITTEE

On the proposal of Councillor Devins seconded y Councillor McGarry it was unanimously resolved to elect Councillor O’Grady as a member of the County Sligo Vocational Educational Committee to fill a casual vacancy created by the resignation of Councillor Devins.

6. SLIGO TOWN CENTRE MASTERPLAN

A report of Mr J. McNabola, Town Clerk setting out the present position was circulated with the Agenda.  The Council discussed this matter and expressed unhappiness at the lack of progress with the Preferred Developer.  It considered inviting Treasury Holdings / Callside Ltd to its next monthly meeting but decided to defer a decision in this until April when the matter will be reviewed.

On the proposal of Councillor MacSharry seconded by Councillor McLoughlin it was decided to write to Callside Ltd seeking proof of all properties purchased by it to identify same and confirm that title has been acquired.  The Council also asked for clarification in relation to provision in the Development Agreement relating to phasing of the Development.

7.  CRANMORE REGENERATION PROJECT - UPDATE

A report dated 27/02/07 from Ms M. McConnell Senior Executive Officer had been circulated with the Agenda and was fully discussed by the Council.  On the proposal of Councillor McGarry it was agreed that Minutes of Cranmore Regeneration meetings be circulated to all Borough Council members.  On the proposal of Councillor Bree seconded by Councillor McSharry it was unanimously resolved “That the Mayor and the other three East Ward Councillors accompany Council staff to the next meeting with the Department of the Environment officials to discuss the implementation of the Cranmore Regeneration Project”

Ms. McConnell referred to her report of 27/02/07 which had been circulated to the Council.  Masterplan submitted is viewed by Department of Environment Heritage and Local Government as requiring expansion to incorporate a wider area incorporating Public Private Partnership.  She replied to queries raised by members regarding house purchase, refurbishment 50/50 scheme, recreation and social and physical planning for the scheme which is to be submitted by 31/3/07.  Minutes of Steering Group will be circulated to all councillors.  The Department are forming a view and will probably favour forming a Limited Liability Company to run the project.  The County Manager recommended that a shortfall of € 40,000 be funded by Sligo Borough Council from internal receipts.  Councillor Cawley proposed and Councillor McGarry seconded that a letter be sent to the Department expressing disappointment at failure to fund the shortfall in C.C.T.V. tender.  On the proposal of Councillor MacSharry seconded by Councillor McLoughlin it was agreed that the scheme should proceed by funding a shortfall of €44,000 approximately from internal capital receipts.  It was explained that existing heating system would be maintained where it is to be upgraded with Refurbishment Works.

 8. COUNTY SLIGO ARTS PLAN

Ms Mary McAuliffe County Sligo Arts Officer addressed the Council to invite members to make a submission on the review.  This may be done by e-mail, submission or in person.  Ms McAuliffe outlined the scope and extent of consultations being undertaken.  The Plan will be drafted in April and placed on display in May.  The Council thanked the Arts Officer who withdrew from the meeting.

9. DEFERRAL OF MOTIONS

Item Number 10 on the Agenda was deferred with the Council’s agreement.

10. CANCER CENTRE IN SLIGO

On the proposal of Councillor S. MacManus seconded by Councillor C. MacManus it was unanimously agreed that “That Sligo Borough Council calls on the Department of Health and Children and the Health Service Executive (HSE) to ensure that Sligo General Hospital is selected as one of the eight "Cancer Centres" as proposed by the National Cancer Forum's report for delivery of cancer care throughout this state.

Further that we ask the same bodies to indicate a timescale for the delivery ofthese centres.  That this Borough Council also agrees to seek a meeting of representatives of the HSE and Department of Health and Children and a deputation from this Council”

Councillor McLoughlin proposed and Councillor D. Cawley seconded and it was unanimously agreed “That Sligo Borough Council write to the Minister for Health and Children and Professor Brendan Drum to establish a cancer centre based in Sligo General Hospital including a Breast Check facility and that Prof. Drum or / and the Minister meet with members of Sligo Borough Council to discuss this issue urgently”


The concluded the business of the meeting which ended at 10.20 pm.
